摘要
随着2020年完全消除绝对贫困,相对贫困治理成为后脱贫时代的重要议题。通过对P县社会大救助体系的分析发现,将相对贫困治理与社会救助相衔接,建立城乡一体化的"社会大救助"体系,是解决相对贫困问题的有效探索。相对贫困治理与社会救助的衔接有全面建成小康社会与乡村振兴的双重机遇,也面临贫困识别、政策衔接、城乡统筹、救助监督等多重困境。基于此,社会大救助通过整合扶贫救助职能、城乡区域信息、扶贫救助政策,建立解决相对贫困问题的长效机制,即贫困监测识别机制、制度保障机制与监督约束机制,为实现第二个百年目标奠定共同富裕的基础。
With the complete elimination of absolute poverty in 2020,the governance of relative poverty in China has become an important issue in the post-poverty relief era. An analysis of the integrated social assistance system of P County reveals that it is an effective solution to the problem of relative poverty by linking poverty governance with social assistance and establishing an urban-rural integrated social assistance system. In spite of the dual opportunities of rural revitalization and finishing building a moderately prosperous society in all respects,the connection between poverty governance and social assistance is faced with multiple difficulties,such as poverty identification,policy linkage,urban and rural coordination,and assistance supervision. In view of this,the integrated social assistance can establish a long-term mechanism to tackle the relative poverty issue by integrating the poverty relief and assistant functions,urban-rural regional information,and poverty relief and assistant policies. This long-term mechanism comprises a poverty monitoring and identification mechanism,an institutional guarantee mechanism,and a supervision and restriction mechanism. It can lay a foundation of common prosperity for achieving the second centenary goal.
