摘要
智能化技术能够广泛赋能于民主政治,推动民主政治的发展,但同时也会在政治参与的质量、政治资源的分配等方面带来一些负面问题。在西方民主框架下,制度难以解决技术带来的难题,无法使技术向善。中国的社会主义协商民主在制度内涵和价值理念上更具优势,能够规范智能化技术的应用,形塑智能化技术的发展理念,从总体上赋能于智能化治理技术。社会主义协商民主集中体现了人民的整体利益,决定了技术的发展方向是服务于人民;人民在协商中的主体地位,推动了智能化技术的大众化和平民化;社会主义协商民主所根植的文化土壤,将开启新的技术发展命题。然而,社会主义协商民主制度也必须不断完善,努力将制度内涵和现实实践统一起来,才能真正实现对技术的有效赋能。
Intelligent technology can widely empower and promote the development of democratic politics. But at the same time, it can also bring some negative problems in terms of the quality of political participation and the allocation ofpolitical resources. Under the framework of Western democracy, the system can hardly solve the difficulties brought by technology and cannot maketechnology turn for the better. China’s socialist consultative democracy with more advantages in terms of institutional connotations and values canregulate the application of intelligent technology, shape its development concept, and empower intelligent governance technology in general.Socialist consultative democracy concentrates on the overall interests of the people, which determines the direction of technology development toserve the people;the people’s subjectivity in consultation promotes the popularisation and civilianisation of the technology;the cultural soil inwhich socialist consultative democracy is rooted will open up new propositions for technology development. However, socialist consultativedemocracy must also be constantly improved and efforts made to unify its connotations with realistic practices in order to truly achieve the effectiveempowerment of technology.
