摘要
乡村人居环境治理是农村群众对美好生活的向往和实现乡村振兴战略之生态宜居的客观要求。随着乡村振兴战略的稳步推进,国家顶层提出基层组织作为基本单位治理农村人居环境的治理结构。研究根据新制度经济学理论,从优势、治理嵌入以及制度安排方面阐述基层组织治理农村人居环境的理论契合,基于“委托—代理”理论的分析框架,梳理农村人居环境治理的制度困境及其路径选择,提出农村人居环境治理未来的改革方向,为基层组织有效参与农村人居环境治理与生态文明建设提供政策参考。
The governance of rural residential environment is the rural people s yearning for a better life and the objective requirement of realizing the ecological livability of Rural Revitalization Strategy.With the steady progress of the Rural Revitalization Strategy,the top level of the state proposed the governance structure of the grass-roots organizations as the basic units to govern the rural human settlements.Based on the theory of new institutional economics,this paper expounds the theoretical agreement of grassroots organizations in the governance of rural human settlements from the aspects of governance embeddedness advantages and institutional arrangements.Based on the analytical framework of“principal-agent”theory,this paper combs the path selection of grassroots organizations participating in rural human settlements environmental governance,proposes the future reform direction of rural human settlements governance,and provides policy reference for the effective participation in the rural human settlement environment governance and ecological civilization construction.
