摘要
市场经济是当今世界各国的主流经济理念,当代资本主义市场经济在实践过程中存在市场内外部失灵的双重制度困境,难以实现持续性效率。外部失灵是西方经济学界普遍承认的由于外部条件难以满足有效市场要求而带来的市场失灵,内部失灵则是由于市场经济本身存在的主体不平等、市场边界泛化和经济虚拟化倾向等问题所带来的市场失灵。社会主义市场经济体制经过我国多年的实践,形成了具有中国特色的资源配置和经济调节机制,具有以国有企业为主导的市场参与机制、以政府为指导的市场调节机制和以现代化为特征的市场经济体制的理论特质与制度特征。可以通过科学设置政府的经济功能、公有制经济主体地位等制度性安排有效破解社会主义市场经济条件下市场经济的内外部失灵。
Market economy is the mainstream economic concept of all countries in the world.In the practice of contemporary capitalist market economy,there is a dual system dilemma of internal and external market failure,which brings difficulties to achieve sustainable efficiency.The external failure is the market failure caused by the external conditions that are difficult to meet the requirements of the effective market.The internal failure is the market failure caused by the inequality of the main body,the generalization of the market boundary and the tendency of economic virtualization.After years of practice in China,the socialist market economic system has formed a resource allocation and economic regulation mechanism with Chinese characteristics,a market participation mechanism dominated by state-owned enterprises,a market regulation mechanism guided by the government and a market economic system characterized by modernization.The internal and external failure of market economy under the condition of socialist market economy can be effectively solved by setting up the government’s economic function and the dominant position of public ownership economy.
