摘要
水利工程建设及节水灌溉技术推广是落实“节水优先”的实现方式,但在政府支持的同时,农户节水投资的参与度与稳定性不足的问题一直存在。研究农户的节水投资行为是实现有效灌溉的重要途径。文章从跨期选择视角基于双曲贴现模型讨论了个体决策者的节水灌溉投资行为。结果表明,提升水利工程与节水灌溉技术的效率、降低其成本、延长其使用寿命以及适当提高灌溉水价、设立预先承诺机制等途径有利于农户节水投资的参与及稳定。
The construction of water conservancy projects and the promotion of water-saving irrigation technologies are ways to implement"water-saving priority".However,the problem of insufficient participation and stability of farmers'water-saving investment has always existed.Studying the water-saving investment behavior of farmers is an important way to achieve effective irrigation.The article discusses the investment behavior of water-saving irrigation of individual decision-makers from the perspective of intertemporal choice based on the hyperbolic discounting model.The results show that improving the efficiency of water conservancy projects and water-saving irrigation technologies,reducing their costs,extending their service life,appropriately increasing irrigation water prices,and establishing a pre-promise mechanism are beneficial to the participation and stability of farmers'water-saving investment.
