摘要
乡村社会是国家治理的重要场域,乡村治理成效直接影响国家治理现代化的进程。创新乡村治理模式是新时代我国社会治理体系和治理能力现代化的重要内容和必然要求。自治、法治、德治相结合的乡村治理模式基于其"整体性"的显著优势而呈现出"乘数效应",在全国各地快速扩散和推广,取得了优良的治理效能。但在实践过程中,重"三治"轻"结合"、治理的行政化和碎片化、创新实践同质化、参与主体缺乏可持续的动力机制等问题在不同程度上阻碍着乡村社会治理水平的整体跃升。在简约高效的基层管理体制下不断优化"三治"的组合方式和结构性配比,以问题为导向实现"三治结合"乡村治理模式的内生性创新发展,构建长效激励机制以确保多元治理主体的常态化参与,是新时代"三治结合"乡村治理模式的优化路径。
Rural society is an important field of state governance,and the effectiveness of rural governance directly affects the process of state governance modernization.Innovating the rural governance model is an important content and inevitable requirement for the modernization of China’s social governance system and governance capability in the new era.Rural governance model of combination on self-government,rule of law and rule by virtue presents a“multiplier effect”based on its significant advantage of“integrity”.It has rapidly spread and promoted throughout the country and achieved excellent governance efficacy.However,there are some problems such as paying more attention to“self-government,rule of law and rule by virtue”,but neglecting the“combination”,administration-oriented and fragmentation of governance,homogenization of innovation practices and the lack of sustainable motive mechanism to participants.These problems have hindered the overall leap of rural social governance level in varying degrees.Under the brief and efficient grassroots management system,optimizing constantly the combination mode and structural ratio of the“self-government,rule of law and rule by virtue”,realizing endogenous innovative development of rural governance model of“combination of self-government,rule of law and rule by virtue”on problem-oriented,establishing a long-term incentive mechanism to ensuring the normal participation of multiple governance participants are the optimization path of the rural governance model of“combination of self-government,rule of law and rule by virtue”in the new era.
