摘要
从评审专家的视角出发,剖析影响同行评议公正性的因素,并从资质能力、行为规范、评审表现三方面构建了评审专家信用评价指标体系。在构建信用评价模型方面,提出一种基于TOPSIS方法的评审专家信用评价模型。首先通过AHP与熵权法确定主、客观指标权重,并运用组合赋权的方法计算综合权重,在此基础上,采用TOPSIS方法对评审专家进行相对贴近度排序,实现对评审专家信用的综合评价。
This article starts from peer reviewers’ perspective to analyze the factors of the impartiality in peer review and builds an index system with three first level indicators: ability, behavior, and review performance. In the aspect of evaluation model, this article uses TOPSIS to build the model. Firstly, the model adopts AHP and EWM getting subjective and objective weights to calculate the combined weights. Then the model uses TOPSIS to sort peer reviewers based on relative closeness for an effective evaluation.
