摘要
语言是认识一个国家的钥匙,语言政策研究是了解一个国家国情民情的重要途径。埃塞俄比亚是"一带一路"建设在非洲的重要节点国家,了解埃塞俄比亚的语言政策对全面认识其国情、促进中埃合作和命运共同体建设具有重要的作用。基于此认识,以语言政策问题为聚焦点,对埃塞俄比亚不同历史时期的语言政策做出梳理,探查语言政策的历史演变,总结其多元复杂的语言状况,并以多语教育为例,对埃塞俄比亚语言政策实施中面临的挑战提出思考,指出在埃塞俄比亚这样一个发展型国家中,在经济发展和转型中要充分重视其民族文化和语言多元复杂的构成,在语言政策的制定和实施中科学协调联邦政府和地方政府的职权和资源,最大化发挥语言在国家认同、民族认同和服务交际方面的作用。
A study of language policy is the key to understand a nation better.Ethiopia is an important country in BRI implementation in Africa,therefore to have a good understanding of its language policy plays an essential role in form-ing a comprehensive understanding of the country,promoting the bilateral cooperation and constructing a community of shared future between China and Ethiopia.Based on this,language policies of Ethiopia in different phases are reviewed to explore the historical evolution of language policies and the pluralistic language situation of the nation is summarized and the challenges in the implementation of the language policy are highlighted through the analysis of the implementa-tion of multilingual instruction.It is proposed that the full consideration of the local language context and the demand of national development should be taken into account in the development of Ethiopia so as to maximize the benefits of lan-guage policy in building national identity,ethnic identity and promoting communication,which is especially true for a multilingual and multiethnic nation like Ethiopia.
