创新集体经济实现形式赋予农村双层经营体制以新内涵——70年农村集体经济的发展探索与经验总结

摘要农村集体经济是我国国民经济的重要组成部分,是增强农村基层组织凝聚力和推进中国特色社会主义乡村振兴的物质基础,是党在农村长期执政和村级组织服务村民的关键所在。从微观层面看,体现双层经营体制的优越性,要靠发展集体经济、强化集体经济;从宏观层面看,发展社会主义公有制、全面建成小康社会与集体经济高度相关。新中国成立70 年来农村集体经济发展的实践启示我们,在新时代推进乡村振兴的过程中,必须以新发展理念为指导,以改革农村集体产权制度为突破口,创新集体经济实现形式,盘活各类集体资产,实行股份合作和各种创新合作模式,发挥市场配置资源的决定性作用,加强基层党组织领导力,推进农村生产力与生产关系不断创新和协调发展,走具有地方特色的高质量乡村振兴之路。 Rural collective economy is an important part of China's national economy, a material basis for strengthening the cohesiveness of rural grassroots organizations and promoting the socialist rural rejuvenation with Chinese characteristics, and the key to the party's long-term governance in rural areas and village-level organizations’service for villagers. From the micro level, to reflect the superiority of the two-layer operation system, it is necessary to develop and strengthen the collective economy;from the macro perspective, the development of socialist public ownership and the comprehensive construction of a well-off society are highly correlated with the collective economy. The practice of rural collective economic development in the 70 years since the founding of New China has inspired us that in the process of promoting rural revitalization in the new era, it is necessary to take the new development concept as a guide and the reform of the rural collective property rights system as a breakthrough, innovate the collective economic realization form, revitalize various types of collective assets, implement share-holding cooperation and various innovative cooperation modes, give play to the decisive role of market in allocating resources, strengthen the leadership of grass-roots party organizations, promote the continuous innovation and coordinated development of rural productivity and production relations, and take the path of high-quality rural revitalization with local characteristics.
