摘要
党的十九大报告明确指出,我国经济已由高速增长阶段转向高质量发展阶段。习近平总书记明确提出,要使创新成为高质量发展的强大动能。河南省委、省政府牢牢把握创新是第一动力,把创新摆在发展全局的核心位置,将其作为激活高质量发展的第一动力,取得了明显的成效。但由于河南省创新能力仍然较弱,创新驱动河南省经济高质量发展面临创新能力支撑不足的困境,须通过持续深化体制机制改革和开放创新、加快培育引进创新引领型人才、加快建立财政长效投入机制、加快民生领域科技创新等措施为创新驱动河南省经济高质量发展提供支撑与保障。
The report of the Nineteenth National Congress of the Communist Party of China has clearly pointed out that China's economy has changed from high-speed growth to high-quality development. General Secretary Xi Jinping has clearly called for making innovation a powerful driving force for high-quality development. Henan Provincial Party Committee and the provincial government firmly insist on that innovation is the primary driving force, place innovation at the core position of the overall development, make it the primary driving force for high-quality development, and have achieved significant results. However, due to the weak innovation ability of Henan Province, the innovation-driven high-quality economic development in Henan Province faces the dilemma of insufficient innovation supporting ability. It is necessary to provide support and guarantee for the innovation-driven high-quality economic development in Henan Province, by continuously deepening the reform of system and mechanism, opening up and innovation, accelerating the cultivation and introduction of innovation-leading talents, accelerating the establishment of long-term financial investment mechanism and accelerating the scientific and technological innovation in the field of people's livelihood.
