摘要 本文针对生态城市发展质量评价问题,提出一种以DPSIR为指标构建指导框架与犹豫模糊EDAS方法为核心的综合评价体系。首先,在DPSIR概念框架下,通过对指标间因果联系及反馈机制的分析,建立一套生态城市发展质量指标体系。其次,根据评价框架维度间存在相互冲突且指标间相互影响问题,提出一种犹豫模糊EDAS-CRITIC评价模型,该方法通过待评城市与参评城市平均水平的正负差距体现决策者对待评城市偏好程度。最后,以云南省4个典型城市为例进行算法验证及结果分析,且通过对比分析得知该方法评价结果的合理性和科学性较好。结果表明:昆明市能在确保经济发展的前提下充分利用生态旅游资源,成为云南省内生态质量发展较好的城市。研究证实,本文所提出的综合评价体系不仅评价过程简单明确,且评价结果客观丰富。 Aiming at resolving the problem of eco-city development quality evaluation,this paper proposes a comprehensive evaluation system with DPSIR as the index construction framework and hesitant fuzzy EDA method as the core.Firstly,under the framework of DPSIR concept,through the analysis of causal link and feedback mechanism between indicators,a set of eco-city development quality index system was established.Secondly,according to the conflicting dimensions between evaluation frameworks and the mutual influence of indicators,a hesitant fuzzy EDAS-CRITIC evaluation model is proposed,which reflects the decision makers to evaluate cities by the positive and negative gap between the average city to be evaluated and the participating cities.Finally,the algorithm verification and results analysis are carried out in four typical cities of Yunnan province.The comparative analysis shows that the evaluation results of this method are reasonable and scientific.The results show that Kunming city can make full use of ecotourism resources under the premise of ensuring economic development and become a city with better ecological quality development in Yunnan province.The research confirms that the comprehensive evaluation system proposed in this paper not only has a simple and clear evaluation process,but also has objective and rich evaluation results.
