摘要
在东北亚海域,以相似的心理为前提的“共同体意识”、相同的海洋生态环境、相近的人种以及共同质性的海洋文化等,是构建“海上命运共同体”的历史基础;以东北亚五国为主的区域合作开发、以“经济圈”命名的国际合作研发机构、以“东北亚”命名的学术机构以及时下开拓北极航线的实践等,是构建“海上命运共同体”的现实基础。发挥历史与现实基础的效用,将“海上命运共同体”的精神内核进行哲学化阐释、制定域内国家遵守的海上国际法、导入“可计算一般均衡”模型划分域内经济体的相关利益以及以开辟“北极航线”为牵引等,是构建“海上命运共同体”的有效途径。围绕该主题的探讨,对“海上丝绸之路”与“冰上丝绸之路”的建设,具有重要的现实意义。
In Northeast Asia Sea Area,the psychological factors,the same marine ecological environment,the similar races and the common marine culture based on the premise of“community consciousness”are the historical basis for the construction of“maritime fate community”;the regional cooperative development of the five Northeast Asian countries,the international cooperative research and development institutions named after“economic circle”,and the academic institutions named after“Northeast Asia”,and the practice of exploiting the Arctic route are the realistic foundation of building the“maritime fate community”.It is an effective way to construct the“maritime fate community”by giving full play to the role of historical and realistic basis,promoting the philosophical interpretation of the spiritual core of the“maritime fate community”,formulating maritime international law to be abided by all countries in the region,introducing the“The CGE Analysis(Computable General Equilibrium)”model to divide the relevant interests of the economies in the region,and opening up the Arctic Route as a driving force.The discussion of this topic is of great practical significance to the construction of the“Marine Silk Road”and“Silk Road on Ice”.

陈秀武,男,东北师范大学日本研究所所长,教授,博士生导师。兼任吉林省“伪满”历史文化研究基地主任、中华日本学会常务理事、中国日本史学会常务理事、青年学者交流会会长、吉林省日本学会常务理事、吉林省翻译学会常务理事。曾先后于2005年至2006年、2008年至2009年在日本一桥大学做访问学者和客座研究员。近年来,主要以日本近代思想文化史、东亚海域史为研究方向,主持国家社科基金重大项目《东亚历史海域研究》、国家社科基金年度项目《日本“海上帝国”建设研究》、教育部重点研究基地重大项目《幕末维新期的日本国家意识研究》、教育部青年基金项目《日本的“万国公法”受容与“霸权体系”构想》等多项研究课题。出版学术著作3部,主编学术著作2部,发表学术论文50余篇,获得省市级奖项3项。
