摘要
随着"一带一路"倡议的推进,国内工程公司积极参与海外工程总承包项目的投标报价,然而海外工程总承包项目的设备投资占比大、风险高,如何才能提高国内工程公司设备的投标报价的竞争力,又能有效规避风险,这对造价人员都提出了更高的要求。通过对海外工程设备出口价格的构成以及对影响出口设备价格的外汇汇率进行了深入而详细的分析,并结合工程实际中的案例进行说明,重点阐述了造价人员在设备投标报价时,要尽量收集历史采购价格,积极进行市场询价。同时,要加强与设计人员的沟通,优化设备选型及包装方案,降低出口包装费及国际物流费。另外,还要明确招标文件中关于设备的交货方式,争取规避不可预知费用的报价,并且时刻关注国家税收调整动态,合理享受国家出口退税优惠。最后,还强调了要主动跟踪汇率变动趋势,防范汇率风险。这些方式和应注意的事项,都旨在提高企业设备报价的准确性和合理性,从而提高投标报价的竞争力。
Domestic engineering companies have been actively involved in the bidding and quoting of overseas general contract projects with the implementation of'One Belt One Road Initiative'.However,equipment investment in overseas general contract project accounts for high proportion with high risk.How to improve the competitiveness of bidding and quoting of domestic engineering companies and effectively avoid risk at the same time proposes higher requirements on cost personnel.Cases in engineering practice is combined for description through in-depth and detailed analysis on composition of overseas engineering equipment export price and foreign exchange rate affecting export equipment price.It is mainly described that cost engineers should collect historical purchase price as far as possible and actively carry out market price inquiry during equipment bidding and quotation.Meanwhile,the communication with designers should be strengthened,equipment model selection and package plan should be optimized.Export package fee and international logistics fee should be lowered.In addition,the equipment delivery mode in the bidding document also should be made clear,the quotation of unknown cost should be avoided.They should also pay close attention to the adjustments of national tax policy so as to enjoy national export tax refund reasonably.Finally,foreign e3xchange rate change trend should be actively followed to prevent foreign exchange risk.The modes and precautions are emphasized aiming at improving equipment quotation accuracy and rationality,thereby enhancing competitiveness in bidding and quotation.
