摘要
以人民为中心"的理念充分彰显了中国共产党人"发展为了人民、发展依靠人民、发展成果由人民共享"的人民立场,是对马克思唯物史观和人本情怀的继承与弘扬,是对中国传统文化中"民本"思想的现代性转化与创新性发展,为把党的群众路线贯彻到治国理政的全部工作中提供了科学指南,为实现"两个一百年"奋斗目标提供了行动指南。政治建设作为"五位一体"总体布局中的重要环节,通过不断提高党的执政能力和领导水平,坚持保障和改善民生,健全人民当家作主制度体系,充分发挥协商民主的作用,为"以人民为中心"理念提供政治上的保证,使这一理念从"应然"转化为"实然",从"价值"转化为"现实"。
“The people-oriented concept”fully demonstrates the standpoint for the people:development for the people;development relied on the people;and development fruits shared by the people,which is the inheritance and development of Marx’s historical materialism and humanistic feelings.Also it is the modern transformation and innovation of the“people-oriented thought”in Chinese traditional culture.It provides a scientific guideline carried out in all work of administering the country and an action guideline for“two-centenary goals”.It is necessary to continuously improve the Party’s ability to govern and lead the country,ensure and improve people’s livelihood,improve the system of people’s ownership of the country,and give full play to the role of consultative democracy.Political construction as an important part of the five-in-one overall layout provides political guarantee for the“people-oriented”concept and makes the concept from“ought to be”to“be real”and from“value”to“reality”.
