摘要
近年来,中国已经逐渐意识到河流生态修复的重要性,相关研究也取得了较为丰硕的成果。然而中国河流生态修复在实施方面却少有进展,主要原因在于缺乏健全的实施机制。选取英国、美国、加拿大安大略省、澳大利亚西澳州、新加坡和日本6个国家/地区的相关机制进行比较研究,认为一个健全的机制一般包含相关法律、专门机构、技术规范、资金来源和实施者5个部分,这5个部分以专门机构为媒介,相互联系与协调从而运作。专门机构的缺乏也是我国相关实施机制的主要问题。
The importance of river ecological restoration has been noted in China and related researches have obtained some achievements.However, little progress has been made in its implementation mainly because of the deficiency of implementation mechanism. The mechanisms of 6 countries/regions (UK, USA, Ontario of Canada, Western Australia, Singapore and Japan) were compared to find that an effective mechanism usually involves related laws, a special agency, technical guidelines, funding resources and implementers. The special agency acts as a media connecting other parts and all five parts coordinate to operate. The lack of a special agency is the main problem of the implementation mechanism in China.
