摘要
确定电子废弃物(WEEE)拆解企业数量的影响因素、作用关系及效果是政府对拆解企业有效管制的前提.构建了拆解企业数量的系统动力学理论模型,模型由WEEE拆解企业数量、WEEE规范回收量、WEEE拆解企业利润和WEEE拆解补贴额4个子系统组成.在对该理论模型进行参数设置和实证检验后,将政府管制方式差异、市场环境变化、补贴方式差异、空间差异4种情景作为外部因素,研究WEEE拆解企业数量及其演化过程.根据仿真结果,提出采取市场准入的管制方式、制定阶段性差异化补贴政策、实施分级管制策略的对策建议.
Governmental regulations on waste electronic electrical equipment(WEEE)dismantling enterprises have led to the need for studying the interactions among factors that affect the amount of dismantling enterprises. In this paper, we constructed a theoretical model of system dynamics of WEEE dismantling enterprise quantity, which consists of WEEE dismantling enterprise quantity subsystem, normatively recycled WEEE quantity subsystem,WEEE dismantling enterprise profit subsystem and WEEE dismantling subsidy system. After the parameter setting and empirical test, we designed four scenarios-governmental regulation mode, market environment changing, subsidy method and spatial distribution-as external factors, in order to study WEEE dismantling enterprise quantity and its evolution process.According to the simulation results, we proposed to adopt market admittance system, formulate a phrase-in policy on differentiated subsidy method in phases and implement hierarchical regulation strategy.
