摘要
能源贫困一直是联合国和国际能源署等国际组织高度重视的发展问题。本研究选取具有代表云南高原山区农村生活能源利用状况典型性的宣威市为案例,借鉴恩格尔系数构建思想,基于对案例区人均基本能源需求支出费用的抽样整理,结合对案例区内各乡村人均收入水平的调查分析,构建面向乡村空间单元的能源贫困测度指数,并对各乡村能源贫困状况进行测度与识别。结果指出:乡村能源贫困问题的主要成因是研究区内各乡村人均收入差异大,且处于低收入水平的乡村基数较大,特别是山区乡村经济贫困普遍,由此导致这些乡村可用于农户支付基本能源消费的能力十分有限,建议加强针对山区乡村的能源贫困问题的应对策略研究。
Energy p0verty is a development issue to which greater attention has been paid by the international organizations such as the United Nations（ U. N.） and the International Energy Organization. The paper selected Xuanwei City as the case study area since it is representative on the household energy utilization in plateau mountain rural area of Yunnan Province. With reference to the Engel＇s Coefficient,the research was done by investigating per capita of basic energy demand in Xuanwei City and by collecting data of per capita income level in the different village spatial units,and thus proposed a measurement index method on energy poverty for village spatial unit so as to be able to measure and calculate the energy poverty recognition for the different village units,and to inquire into the energy poverty in an extensive and profound degree in Xuanwei. The main cause for the rural energy poverty problem is that the difference of per capita income of the rural areas in thestudy area is large,and the number of the rural villages with low income levels is large,especially in mountainous areas where economic poverty is widespread and these farmers cannot afford the very basic energy consumption. Therefore,we strongly recommended intensive research be done to seek out the strategies to cope with energy poverty in mountainous areas.
