摘要
西方发达国家对农民工问题的研究主要体现在对农村劳动力转移的相关理论方面。发展中国家对农民工问题的研究重点是如何通过城乡一体化社会保障制度的构建和完善来实现社会和谐、促进经济增长。通过归纳,目前国内学术界对农民工社会保障制度的研究可分为五个方面:对农民工社会保障制度进行的整体研究;对老一代农民工、新生代农民工、女性农民工、建筑业农民工等进行的分群体研究;对农民工"五险"、最低生活保障及农民工教育、法律援助、住房保障、专项救助制度等进行的分项目研究;对我国东中西部地区、省、市级农民工社会保障问题进行的分区域研究;对城镇和农村、从事不同行业的农民工社会保障水平差异进行的比较研究。据此,分析提出了完善农民工社会保障制度的对策建议。
The research of migrant workers in western developed countries is mainly reflected in the relevant theories of rural labor transfer,while the research focus of migrant workers in developing countries is how to achieve social harmony and promote economic growth through the construction and improvement of urban and rural integrated social security system. The current domestic academic research on the social security system of migrant workers can be summed up in the following five aspects: overall studies on the social security system for migrant workers; sub-group studies on the older generation migrant workers,the new generation migrant workers,female migrant workers and migrant workers in the construction industry; sub-project studies concerning migrant workers ' " Five Insurances",minimum living security,migrant worker education,legal aid,housing security and special assistance system; sub-regional studies on the social security of migrant workers in the eastern,central and western regions and at provincial and municipal levels; comparative studies on the social security levels of migrant workers in urban and rural areas and in different industries. Accordingly,this paper puts forward the countermeasures and suggestions to improve the social security system of migrant workers.
