摘要
"一带一路"建设背景下,腐败风险成为中国企业海外投资运营风险防控的重点。"一带一路"沿线国家的政治环境、商业环境、政策制度、宗教文化是腐败风险的重要"风险源"。投资决策、产权交易、招标投标、项目运营是腐败风险的高发"节点"。应从搭建政府间联络机制、加强立法监管、完善企业内控机制、重塑商业道德方面构建腐败风险防控体系。
Corruption has become the focus of the prevention and control of Chinese enterprises＇ overseas investment and operation risks against the background of the ＂Belt and Road＂ Initiative. The political environment, business environment, policy system and religious culture of the countries involved are the main ＂sources＂ of corruption risk. Investment decisions, property rights transactions, bidding, and project operation are ＂links＂ with high corruption risk. We should build a system of corruption prevention and control by creating an intergovernmental liaison mechanism, strengthening legislative supervision, improving internal control mechanism and reshaping business ethics.
