摘要
基于Hicks—Moorsteen全要素生产率指数对我国31个省份高等教育效率和生产率的变化进行评价。结果表明,2008-2013年全国高等教育整体全要素生产率较高,均值为0.8146,年均增长率为1.29%,技术进步指数是我国高等教育效率提高的主要原因;东中西部TFP值分别为0.8605、0.8167和0.7611,呈阶梯式下降,区域性差异明显。因此,为提高高等教育的公平和效率,应加大各地区间的协同效应,加大中西部地区高等教育弱势省份资源投入,促进区域间的合作和交流,改善区域间发展的不均衡。
An evaluation of the changes of higher education efficiency and productivity in China's 31 provinces was made based on the Hicks-Moorsteen total factor productivity index.The results show that the overall factor productivity is higher than that of the national higher education in 2008-2013,the average value is 0.8146,the average annual growth rate is 1.29 percent,and the technological progress index is the main reason for the improvement of the efficiency of higher education in China;The TFP index in the eastern,central and western regions are 0.8605,0.8167 and 0.7611,which were ladder-type decline,and the regional differences were obvious.Therefore,in order to improve the fairness and efficiency of higher education,we should increase the synergies between regions and the investment in the disadvantaged provinces of higher education in the central and western regions,promote cooperation and exchanges between regions,and improve the imbalances of regional development.
