摘要
社会公众是监督政府权力、反腐败和促进政府廉政建设的主力军。积极引导和鼓励社会公众参与反腐倡廉建设已成为世界各国加强政府廉政建设和全面预防与惩治腐败的共同选择和趋势。就我国地方政府反腐倡廉建设而言,公众参与对健全地方政府廉政建设体系,加强对地方公权力的监督与制约,提升地方政府廉政建设公信力,培育公众廉政责任意识,营造良好的廉政社会环境至关重要。
The public are the main force to supervise the government power and anti-corruption and promote its clean administra- tion. Active public participation in anti-corruption has become a common choice and tendency for all countries to strengthen clean ad- ministration and thoroughly prevent and punish corruption. As for clean administration of local government in China, public participation plays a vital role in setting up clean administration system, strengthening the supervision and restraint of public power, promoting its credibility, fostering public sense of duty and creating a good social environment.
