摘要
农民发展就是农民不断实现土地权利从而获得政治、经济和社会发展的过程。农民发展的基础和核心是农民的土地财产权。通过考察1982年至2016年的中央"一号文件"发现:农民土地财产权的演进遵循"权属清晰、权能完善、管理规范、保障充分"脉络舒展,朝"市场化、资本化、物权化、法制化"方向发展。尊重农民主体地位、赋予农民更多的财产性权利已成为未来农民发展的基本方向。
The development of farmers is a process of the realization of their land rights through which political,economic and social development are achieved.The foundation and core of farmers＇ development are farmers＇ land property rights.According to the examination of No.1 documents of the central government from 1982 to 2016,farmers＇ land property rights progress in a way of ＂clear indication of ownership,perfect functions,standardized management and adequate protection＂,and develop towards＂marketization,capitalization,property rights and legalization＂.Respecting farmers＇ principal status and giving them more property rights has become the basic direction of the future development.
