摘要
农业环境治理已成为世界各国必须直面的议题。经过不懈的探索,美国在农业环境治理方面走出了一条法治化道路,给其他国家提供了诸多有益的经验和借鉴。归纳起来,其成功经验主要表现在:完备的法律制度是基础,严格的执法管理是保障,科学的治理原则是灵魂,广泛的公众参与是核心。我国农业环境状况不容乐观,美国的成功实践启示我们在农业环境治理中,必须树立农业环境治理的法治意识,完善农业环境治理的法制建设,规范农业环境保护的执法监督,拓宽农业环境治理的公众参与。
Agricultural environmental governance has become an important topic for the countries all over the world. After unremitting exploration, the United States in agricultural environmental governance walks out a way of legalization, which also provides a lot of useful experience and reference for other countries. To sum up, the successful experience is mainly manifested in several aspects： a complete legal system is the foundation; strict law enforcement management is the safeguard ; the scientific principle of governance is the soul ; a wide range of public participation is the core. For China＇ s agricultural environment is not optimistic, through the successful practice of the US it enlightens us that in our agricultural environment governance we must establish the awareness of the rule of law in agricultural environmental governance to improve the legal system of agricultural environmental governance, regulate agricultural environmental protection law enforcement supervision, and broaden the agricultural environmental governance public participation.
