摘要
城镇化在内容上至少包含土地城镇化、人口城镇化和产业城镇化三个维度。不同维度城镇化进程中都存在诸多问题,但不同类型、不同内容、不同维度的城镇化都面临着资本支持困境。PPP模式是公共基础设施中的一种项目融资模式。该模式引入民间资本,打破了以往政府对与公共产品与服务的投资垄断,在资金来源、管理渠道、运行效率、监督机制上具有独特的优势。城镇化进程中引入PPP模式为解决资金问题提供了有效的途径,有利于进一步提高我国的城镇化水平。
Urbanization include the three dimensions which are land urbanization, population urbanization and indus- try urbanization at least in content. Many problems exist in the process of urbanization of different dimensions, but ur- banization of different types, contents and dimensions face the dilemma of capital support. PPP mode is a kind of proj- ect financing model in public infrastructures. The mode introduces private capital, breaking the previous investments and monopolies of governments on public goods and services and having unique advantages in capital source, management channels, operation efficiency and supervision mechanism. The introduction of PPP mode in the urbanization process provides an effective way to solve financial problems, which is conducive to further improve the urbanization level in China.
