摘要
大中型水库移民后期扶持政策实施近10 a以来取得了丰硕成果,但也日渐暴露出一些新问题,随着我国经济社会形势正在发生深刻变化,对大中型水库移民后期扶持政策提出了更高要求,有必要及时对后期扶持政策进行调整完善。通过分析大中型水库移民后期扶持政策实施在提高移民收入、改善库区基础设施和产业发展、维护库区稳定方面取得的效果,梳理了政策实施中有关扶持方式、扶持标准、资金投向、实施管理方面存在的主要问题,并提出了完善政策的对策建议。
The implementation of post-support policy for relocatee from large-medium reservoirs in recent 10 years has achieved great successes,but some new problems have been emerging. With profound changes in economic and social situation of China,higher requirements on the post-support policy for relocatee from large-medium reservoirs have been put forward,thus,it is necessary to adjust and perfect the post-support policy. Through analysis on achievements in increasing the income of migrants,improving infrastructure and industry,maintaining social stable in reservoir area after post-support policy implemented,we list the main problems existing in support way,support standards,funds allocation and implement management during the implementation of post-support policy,and put forward some countermeasures and suggestions to perfect the policy.
