The Impact of Green Technology Progress on the Low-Carbon Transformation of China's Industrial Structure

摘要文章在阿西莫格鲁等人的偏向性技术进步研究框架下，探讨了绿色技术进步对产业结构低碳化的影响机理，并利用1995～2012年中国分省份的面板数据，采用趋势分析、因果检验和系统广义矩估计方法，对理论分析结果进行了实证检验。理论分析显示：产业结构低碳化是一个连续和动态累积调整的过程，其水平上升的推动力是偏向于节能减排和清洁生产的绿色技术进步。文章突出技术进步偏向性并回应了已有文献关于技术进步作用的观点不一致的问题。实证分析发现：中国省级政府的经济干预对产业结构低碳化存在负向影响，可能抵消绿色技术进步的正向作用效果。文章认为，为了实现中国产业结构低碳化目标，有必要通过政策机制鼓励清洁技术发展，促使技术进步呈现清洁偏向，同耐逐步消除以化石能源补贴为代表的阻碍性政策，创造一个稳定的政策环境，以持续促进产业结构低碳化调整。 Based on the research framework directed technological change from Acemoglu et al. （2012）, this paper investigates the influencing mechanism of green technology progress on the low - carbon transformation of industrial structure, using the panel data of China＇s provinces from 1995 to 2012, and then adopts the trend analysis, causality test and system generalized moment estimation methods to test the results of the theoretical analysis. A theoretical analysis shows that low - carbon transformation of the industrial structure is a continuous and dynamic accumulation process, and that technical change directed towards energy - saving and clean tech-nology is the fundamental driving force. This paper highlights the direction of technical change, and responds to the inconsistency of the existing documents on the role of technological change. An empirical analysis further shows that during the study period, the economic intervention of provincial - level governments has a negative effect on the low - carbon transformation of the industrial structure, which could offset the positive effect of green technology progress. In order to achieve the target of the low - carbon transformation of the industrial structure, it is necessary to implement policies for promoting the innovation and diffusion of clean technology, while gradually eliminating blocking policies such as subsidizing the use of fossil energy, and to create a stable political environment to promote sustainable transformation of the low - carbon industrial structure.
