摘要
当前我国频发自然灾害所造成的损失巨大、影响深远、波及范围广,因此灾害风险治理已成为当前政府治理的重要内容。然而,自然灾害治理过程中的碎片化与分散化,使得我国灾害治理效率偏低、成效不显著。为此,结合当前我国灾害治理现状,引入整体性治理理论框架,以期实现灾害风险治理体系的优化,推动我国灾害治理不断的完善。
Nowadays , natural disasters happen frequently in our country . Natural disasters have a profound impact , cause huge losses , and become a crucial issue of government management . Nevertheless , disaster risk governance is inefficient in our country , as a result of fragmentation and decentralization in its process . T herefore , based on the condition of disaster risk in China , this paper introduces the framework of holistic governance to optimize the system of disaster risk governance .
