摘要
俄罗斯是世界主要的油气生产与出口大国,在我国能源进口多元化布局中占有举足轻重的战略地位。在国际能源战略格局出现新变化、我国国际合作环境复杂多变的背景下,创新中俄能源合作路径,推动中俄能源合作实现高质量发展,已成为当前亟待解决的战略性课题。为深度融入共建"一带一路",建设开放合作高地,应科学规划中俄能源大项目合作,携手构建互利共赢的合作关系;注重中俄地方能源项目整体协同,协调推进中俄地方能源合作;加强能源设施互联互通,加快推进北方海路能源合作战略布局;探索中俄能源合作新机制新模式,积极开拓新的能源合作领域。
Russia is the world’s major country producing oil and gas exporting goods,and plays an important strategic position in the diversified layout of China’s energy imports.In the context of the new changes in the international energy strategy and China’s complex cooperation situations with neighboring countries,the path of China-Russia energy cooperation and the promotion of Sino-Russian energy cooperation to achieve high-quality development have become a strategic issue to be solved urgently.The deep integration into"the Belt and Road"and the construction of an open and cooperative highland should be scientifically planned to cooperate with energy projects to build a cooperative and win-win cooperation relationship,focus on the overall coordination of local energy projects,and coordinate the promotion of local energy cooperation,strengthen the interconnection of energy facilities and accelerate the strategic layout of energy cooperation in the Northern sea passages,explore new modes of energy cooperation and actively explore new areas of energy cooperation.
