摘要
改革开放初期,社队企业快速发展,这离不开从中央到地方的各级政府的扶持。当时地方政府的扶持主要可以分为为企业提供资金与减免税收、纳入计划以及其他方面。纳入计划是指将企业供销纳入计划以保障原料与燃料来源和增加销售便利。这突出反映了我国经济改革"摸着石头过河"的渐进性。
In the early days of reform and opening up,the rapid development of the rural enterprises was inseparable from the support of the central and local governments.At that time,the support of local governments mainly includes providing funds for the enterprises,reducing taxes,and incorporating them into government planning,which indicates integrating the enterprises' supply and marketing into the government planning in order to guarantee the sources of raw materials and fuels and increase sales convenience.This highlights the gradual nature of China's economic reforms--"crossing the river by feeling the stones".
