摘要
"枫桥经验"是我国基层社会治理的一面旗帜,体现了中国特色的基层治理智慧。坚持和发展新时代"枫桥经验",对于充分发挥法治在基层社会治理中的作用,落实"全面依法治国"战略部署,具有深刻的理论和实践价值。新时代要推进基层治理法治化,必须保持正确的政治方向,约束和规范公权力,激发基层社会活力。在具体路径选择上,应总结提炼"枫桥经验"等基层实践探索中行之有效的好做法、好经验,发挥基层党组织的关键作用,加强基层法治机构和法治队伍建设,建立健全基层社会治理法律法规体系、考核评价体系,建立健全力量下沉的法治工作机制、促进公众有序参与的民主机制、多元化的矛盾调处化解机制。
The "Fengqiao Experience"is a banner of grassroots social governance in China,reflecting the wisdom of grassroots governance with Chinese characteristics. Adhering to and developing the "Fengqiao Experience"in the new era has profound theoretical and practical value for giving full play to the role of the rule of law in grassroots social governance and implementing the strategic deployment of ruling the country by law. In order to promote the rule of law at the grassroots level in the new era,we must maintain a correct political direction,constrain and standardize public power,and stimulate the vitality of grassroots society. Specifically in the path choice,we should summarize and refine the effective practices and good experiences of the grassroots practice such as"Fengqiao Experience",give play to the key role of grassroots party organizations,strengthen the construction of grassroots rule of law institutions and the rule of law team;should establish and improve legal and regulatory system,the evaluation system of grassroots social governanc;should establish and improve the rule of law work mechanism to sink power to grassroots,the democratic mechanism to promote the orderly participation of the public,and the diversified contradiction mediating mechanism.
