摘要
智慧应急管理系统是新一代信息技术和下一代创新2.0有机发展的一种复杂大系统,具有应急性、智能性、新技术性、复杂系统性等特征。现阶段科学可行的智慧应急管理系统应该选择主辅统筹模式。智慧应急管理系统的建设与发展主要受认识偏差、人才缺乏、技术瓶颈、经费不足等因素制约。要破解这些制约因素,就必须采取宣传教育、规划示范、存增并举、规程法规、财金支持与统一体系等系列对策。
Smart emergency management system is a complex large-scale system supported by the new generation of information technol- ogy and the next generation of innovation 2. 0, which characterized by emergency, intellectuality, new technicality and complex system etc. Since the development of smart emergency management system is restricted by the following factors ： deviation on cognition, techni- cal bottlenecks, shortage of talents and found shortage, the present scientific and feasible emergency management system ought to select the over-all consideration pattern, which includes the primary and secondary plans. Thus, a series of countermeasures, like publicity education, planning demonstration, regulations, simultaneous development of asset and increase, financial support and uniform system, must be adopted to overcome all these constraints.
