摘要
5·12汶川地震发生已四年有多,大量的自组织志愿者团队面临着解散或转型的抉择。志愿者团队的民办非企业转型方向大致分为三种,一是公益慈善组织,二是专业社会工作站,三是社会企业。在志愿者团队转型过程中,在外部会遇到"政府过度干预、缺乏专业的志愿者,人员不稳定、资金渠道单一,融资能力欠缺";在内部则是"团队缺乏统一管理,制度建设不足"等问题。究其原因,在于志愿者团队的草根背景、相关法律法规不健全及公信力不足。因此政府应转变管理职能、完善相关法律法规、增强专业技能,建立专业化团队,而志愿者团队则应完善组织建设,内部权责分明。
After Wenchuan earthquake happened more than 4 years,a lot of self-organization volunteer teams faced with the choice of dismiss or transformation.The directions about the transformation to private nonenterprise unit of the volunteer teams are divided into three,non-profit public welfare and charitable or ganizations,social work stations and social enterprises.In the process of the transformation,it will en counter problems ,such as excessive government intervention,the teams lacks professional volunteers,staff instability,single sources of funds,lack of financing capacity,lack of unified management of the vol unteer team.The reasons are that grass-roots background of the volunteer teams,the relevant laws and regulations are not perfect and the lack of credibility.Therefore,the paper suggests includes transforma tion of government management functions,improving relevant laws and regulations,enhancing the profes sional skills,establishment of the professional team and improving organizational construction,internal accountability.
