摘要
公安信息共享的成效,不仅取决于信息化警务平台的技术先进性,更取决于基于信息化警务工作的特点和规律而对警务工作理念、模式、机制等的更新。加强公安信息资源共享,必须革新传统信息观念,制定共享政策法规,健全共享运作机制,完善信息管理模式,创新公安管理体制。同时,在技术层面上,必须统一数据标准、统一技术规范、统一平台接口,实现公安业务流程、系统功能结构的标准化。
The effect of police information sharing depends not only on the technical advantage of information-based policing but also on the refreshment in policing idea,pattern and mechanism caused by the characteristics and law of information-based policing.In order to enhance the police information resources sharing,we must reform the traditional idea of information,set the policy and rules about sharing,improve the pattern of information management and innovate mechanism of police management.Meanwhile,at the level of technology,we must unify the data standard,technical norm and platform interface,and realize the standardization of policing procedure and systematic function structure.
