摘要
分析目前省级林权管理机构存在的政企职能交叉、职能定位不准,林权管理职能缺失等问题。提出设立"省林权管理中心"和"省林权交易中心",将林权管理机构和市场交易机构分立,职能分开,对设立的"两个中心"的性质、职能和运行方式进行了阐述。"两个中心"的设立,对完善林权管理服务体系,搭建林权管理服务平台,加快林权交易健康发展,推动农村经济建设和林业全面发展具有重要意义。
This paper analyzed issues such as function cross of government and enterprise, lack of man-agement functions, etc, and proposed to establish forest rights management center and provincial forest rights trading center, separated the functions of forest rights governing and market trading institutions, al-so the nature, functions and operation mode of those ＂ two centers＂ have been reviewed in this paper. The establishment of those ＂ two centers＂ played a important role to improve management and service system of forest tenure, and build management services platform, speed up forest rights healthy develop- ment, and promote all-round development of rural economy and forestry.
