摘要
科技人才集聚犹如一把"双刃剑",既会产生经济性效应,又会产生非经济性效应。人才集聚非经济性效应源于宏观层面的环境因素、中观层面的组织因素和微观层面的个体因素,将给集聚区域、组织以及个人带来重大损失。为此,政府、用人单位、社会应齐心协力,共同构建一个科技人才有效集聚的驱动机制。
Technology talent gathering can have both economic effects and noneconomic effects like a ＂double- edged sword＂. The noneconomic effects of talent gathering originate from environmental factors on the macroscopic level, organizational factors on the middle level and individual factors on the microscopic level, which bring about heavy losses to the gathering region the organization, and the individuals. Therefore, it is imperative for the governments, the employers, and the society to work together to jointly build driving mechanism of effective technology talent gathering.
