摘要
在中央与地方的关系问题上,理论界和决策层始终关注于财税权力的合理划分。有关中央与地方的金融管理权合理划分问题未得到足够的重视,学术界也鲜有系统理论研究。有鉴于此,本文将对金融管理权的定义与内涵进行明确界定,并在新制度经济学的有关理论框架下,结合我国当前的制度特征,探讨中央与地方金融管理权的边界确定问题,继而提出相关政策建议。
How to divide the fiscal power reasonably between central and local governments has always been the concern of theory circle and policy-makers, while the division of financial administrative power between central and local governments hasn＇t received enough attention. In view of this, the article clearly gives out the definition and content of financial administrative power. Moreover, under the framework of institutional economics, it focuses on how to decentralize the financial administrative power between the central and local governments. Finally, it puts forward relative policy suggestions accordingly.
