摘要
提出一种具有"动态"特征理念的控制性详细规划指标体系以及实施机制。在规划控制指标层面,通过构建效率和公平双向视角下开发控制指标体系的技术路线,体现出控制指标对城市经济、社会、生态等方面的动态兼容特征:在规划实施机制层面,在"总规——控规"一体化规划管理体系的背景下,提出具有"分期"理念的控制性详细规划实施机制,从而为新形势下控制性详细规划在编制和管理两个层面的"动态"转变提供一种借鉴性的思路。
The author proposes that index system and implementation mechanism of regulatory detailed planning under the dynamic idea. As far as the stratification controlling index is concerned, the author develops the index system＇s technical route through the construction of efficiency and fair, and manifests the index to urban economy, society, ecology and so on; As to implementation mechanism stratification, under the integrated ＇master planning- regulatory detailed planning＇ management system＇s background, the author proposes implementation mechanism of regulatory detailed planning that has ＇phasing＇ idea, thus provides reference for the dynamic transformation of regulatory detailed planning at two aspects of making and management under the new situation.
