摘要
推进新农村建设的关键在于提高村级组织的政策执行力。文章从人力、物质、组织、机制等方面分析了提高村级组织政策执行力的障碍因素,提出提高村级组织政策执行力,推进新农村建设的主要途径在于提高村干部的政治素质和执政能力,加大对村级组织的扶持力度,创新村级组织的设置方式,加强村级组织的法制建设,建立健全激励监督机制。
The key to advancing the new countryside construction is to improve the village-level organizations＇ policy implementation ability. This text analyses the barriers of improving the village-level organizations＇ policy implementation ability from the perspectives of manpower, materials, organization, mechanism, etc. The paper also maintains that the main way of improving the village-level organizations＇ policy implementation ability and advancing new countryside construction is to improve the political quality and implementation ability of village cadres, increase the support on the village-level organizations, introduce innovations on the establishment of village-level organizations, strengthen the legislative work of the village-level organizations, and establish and perfect the relevant motivation and supervision mechanisms.
