摘要
转型成本分析与转型时机选择意义重大,它直接决定着资源型城市绿色转型的难度及转型后的发展潜力。本文在把握绿色转型内涵基础上,研究了绿色转型的成本及最佳转型时机,认为,生态环境保护成本与人力资本提升成本是绿色转型特有的内化成本,绿色转型应选择在资源型产业成长期、成熟期和衰退前期进行。
Cost analysis and timing choice are of great significance, they have a direct bearing on the difficulty and potential of green transformation of resource-based cities. On the basis of grasping the connotation of green transformation, this article studied the cost and optimal timing of green transformation and concluded that the cost of ecological environment protection and human capital promotion were the characteristic internal costs of green transformation and optimal timing of green transformation was growing stage, maturity, stage and early recession stage of resource-based industries.
