摘要
本文通过对改革开放30年来北京市流动人口管理制度变迁的回顾与解读,阐明当前北京市流动人口管理正在走出人口规模控制的认识困境,从被动改革到主动创新,在统筹规划、全面推进流动人口服务与管理方面迈上了一个新的台阶。当前以完善流动人口服务、强化社会管理为主要特征的北京流动人口管理制度创新,其意义不仅是构建和谐社会首善之区的需要,也是实现人口规模调控的题中之意。
By looking back upon the changes of floating population regulation system in Beijing during the past 30 years, this paper concludes that at present it has developed to a new stage. The current population regulation system puts more emphasis on developing services for floacting population and consolidating the social regulation which is the core characteristics of system innovation.
