摘要
中国大学校际竞赛监管体系的构建一直以来受政策不稳定、竞赛市场开发不足的影响,没有受到应有的重视。模糊定位的监管主体,零散而不完整的监管法规,导致大学校际竞赛监管行为不规范,影响了中国大学校际体育竞赛的健康发展。综合运用比较分析、调查访谈、数理统计等研究方法,以全美大学体育协会(NCAA)为参照进行比较研究,系统探讨了中国大学校际体育竞赛监管体系的构建问题。从监管主体的组织架构到竞赛监管法规体系、政策原则做了较为详细的论述,并就未来我国大学校际竞赛监管法规的总则和体系框架做出大胆构想。
The construction of China intercollegiate sports competition regulation system has been affected by unstable policy and undeveloped competition market. The unclear supervision subject and incomplete supervision law standard leads to nonstandard in intercollegiate sports competition. This seriously affects the health development of China intercollegiate sports competition. Through using the method of comparative analysis, investigation, mathematical statistics, and taking the NCAA as reference, this paper systematically discusses the construction of China intercollegiate sports competition regulation system, make detailed analysis on policy principle, framework and supervision law regulation and put forwards the ideas of constructing China intercollegiate sports competition regulation system in the future.
