摘要
残疾人对社会保障有着迫切的需求,同时享受社会保障也是残疾人的基本人权。我们以"全国残疾人第二次抽样调查"提供的丰富的数据资料为主,详尽分析了北京市残疾人社会保障的现状、主要影响因素及制度建设情况。在此基础上,提出了北京市残疾人社会保障事业未来发展的五个转型方向。最后从强化重点人群特殊保障、完善社会保障体系、健全社会保障运行机制等几个方面提出对策建议。
The disabled persons have a great demand for social security, which is one of their basic human rights. Relying mainly on the data of Second China National Sample Survey on Disability, we analyzed the status, key influential factors and institutional construction of social security of Beijing disability. On this ground, we advanced five reforming directions of Beijing disability social security. Finally, we advanced our countermeasures from three aspects, namely, intensifying special security of important groups, improving social security system and developing operation mechanism of social security.
