摘要
发达地区的现有耕地保有量的大幅减少和征地成本的上升,将促使地方政府改变土地利用方式,推进发展方式转变。而大量国有和集体存量建设用地的存在,为政府实现这种转变提供了机遇。本文认为,盘活存量建设用地的关键在于形成政策合力,并提出了有针对性的政策建议。
This paper is a policy suggestion of land policy based on authors＇ recent first-hand investigation in Guangdong province. We find that two main forces ,i.e.. the huge decrease of arable land in stock and the dramatic increase of land in access, are pushing the local government to transform the ways of economic development. Some policy suggestions have been presented in this paper.
