摘要
该文分析当前电子政务系统出现的非授权访问、信息泄露、破坏数据完整性、拒绝服务攻击、病毒和木马等安全威胁;提出前置安全、适度安全和有所为安全等电子政务安全建设的原则,并从技术研发、设备、技术人员、管理制度、法律法规等方面提出解决办法。
This paper analyses security problem in current E - government affair system, points out E - government security constructive principles, and puts forward some solutions in the view of technical research and development, equipment, technologist, management regime, law and regulation and so on.
