摘要
实证分析表明．在正规金融机构纷纷撤离农村情况下．浙江省温州地区的非正规金融在一定程度上满足了民营经济多层次的金融需求。其对经济增长的效率高于正规金融。这进一步反映出温州地区的金融供给与需求的不平衡。必须制定相应法律法规，规范非正规金融行为；引导、吸收民间资本，推进金融机构改革，使金融发展与经济发展相适应。
The demonstration indicates that lots of formal finance has withdrawn from rural areas one after another, and the informal finance has taken place the function of meeting the muhilayer financial requirements of private economy, which in fact is much more efficiency than the formal one. This phenomenon also shows that the financial supply and demand is unbalanced in Wenzhou. Therefore, the corresponding law and regulations should be made up to regulate informal financial behavior, induce and absorb private capital, promote the reforming of financial organization and make the development of fiance consistent with economic development.
