摘要
党的十六届六中全会明确提出了“社会体制改革和创新”的任务,但其前提是实现政府社会管理职能的转变,本文从必要性和紧迫性、主要内容、途径方法等方面讨论了政府社会管理职能的转变,进而指出加强监管调控、协调各种社会资源需要作出的六种努力。
The Sixth Session of the Sixteenth Central Committee of CPC has clearly put forward the task of 'reform and innovation of social system', with the prerequisite of achieving the transformation of government's social management function. The paper discusses the transformation of government's social management function in aspects such as its necessity and urgency, its major content and methods. Then, six endeavors which are required in enhancing control and regulation, and coordinating various social resources are pointed out.
