摘要
产生于20世纪80年代的治理理论作为一种制度模式,被推广到各个层面．从企业、城市、政府以及全球；当应用到城市管理领域里时,城市治理理论也应运而生。本文考察了治理及其城市治理理论的渊源之后认为,其不外乎是西方民主社会的民主理论与公民社会理论的翻版,其以发达的公民社会、完善的民主制度以及健全的法治为基础而产生的多中心管理理论,并不适合我国的现状以及文化,制度等基础。
The theory of governance appeared in the 1980＇s in twenty century has been popularized in different fields. After studying the history and the concept of governance and urban governance, the article considers that the theory of governance and urban governance is the reproduction of democracy theory and civil society theory produced in democracy society in the West. This theory is based on the developed civil society, perfect democracy system and regular rule of law, emphasizing multilateral management. At present, it does not fit for China for the basis of culture and system in China.
