摘要
在“有效执行”成为公共政策的必然选择的新形势下,我国传统公共政策执行体制却暴露出诸多弊端。为此,我们必须通过扩大执行主体范围、吸收基层执行人员参与政策制定、提高执行机构设置的灵活性、丰富执行方式和完善执行监督体制等途径,构建新型公共政策执行体制。
Under the new situation, effective implementation becomes an inevitable choice of public policy. However, there exist many problems in the traditional Chinese public policy system. Therefore, we must construct new systems of public policy implementation by enlarging the scopes of implementing subjects, absorbing basic policy executors to participate in policy - making, improving the elasticity of implementing organization, enriching implementing ways and perfecting the supervision mechanism of policy implementation.
