摘要
目前,有关部门和部分城市对城市农民工社会养老保险的规定,既有别于现行城镇职工社会养老保险制度,也与现行农村社会养老保险基本方案迥异,实为“第三条道路”。而这一制度并不符合城市农民工的特点,因此合理设计这一制度,并进行相应配套制度建设,是完善城市农民工社会养老保险的必由之路。
Nowadays, the social insurance system for the aged farmer-workers in city, designed by the relative departments or some city governments, not only differs from that for city-workers, but differs from that for the rural farmers. So it is called ＂the third way＂ actually. Meanwhile it do not fit for the character of farmer-workers. Therefore designing it properly and building the relative systems is the only way to solve this conflict.
