摘要
借鉴国内外先进的环境管理经验,分析海河流域建立污水排放权交易市场的必备条件和现实基础,建立一种规范化、组织化和现代化的排污权交易模式。对海河流域污水排放权市场交易机制进行了探讨,认为:进入排污权交易市场要进行资格审查,交易流程中能公开、公平、公正地竞争,使排污权价格真实、透明。排污权交易市场能解决信息分散、交易规模小和暗箱操作的弊端。
Based on the advanced environmental management system in China and at abroad, the necessities and bases of wastewater discharging right trade market in Haihe basin are analyzed. A trade pattern with standardization, systematization and modernization is established. Discussion on the mechanisms of wastewater discharging right trade market shows that a good market includes several aspects, such as inspection of qualification into the market, open, fair and honest competition during the trade procedure, and a genuine and clear price system of wastewater discharging right. The trade market of wastewater discharging right overcomes the defects of the dispersal of information, the small scope of trade and black-box trade.
